Fast Track to Destruction

This week the Senate will consider whither to authorize “Fast Track”.

Fast Track is suggested to aid the President to speed decision’s apparently in light of the NAFTA and other World Trade Organization (WTO) schemes. The President could than make Treaties with NO Senate confirmation. Speed seems to be the only priority in these times. However, I believe it is far more important to have reasoned and considered decisions.

I emphatically denounce this Fast Track idea and suggest it could cause grave dangers to the United State’s. That is why Our Constitution REQUIRES 2/3 of the Senate to concur with any Treaty! Indeed, we the people ratified this method and the Congress should have to seek a Constitutional Amendment  to change it. US Constitution Article 2 Section 2

Article 2

Section 2

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

Dangers which I believe need to be considered include present NAFTA Treaties, agreements, which undermine the sovereignty of these United States. NAFTA ordered President Bush to open the borders to Mexican Semi Trucks, which do not meet the US Safety standards, whose drivers do not need to meet US requirements. The fact that NAFTA now holds this power is freighting.

California Governor Gray Davis passed a law authorizing a statewide ban on the use of MTBE

WASHINGTON, DC, September 11, 2000 (ENS) - An international tribunal has begun considering a claim that the United States must pay a foreign investor almost $1 billion because of a California measure to prevent water contamination.

The Canadian challenger, Methanex Corporation, has argued that a plan to remove the toxic chemical MTBE (methyl tertiary butyl ether) from California's gasoline violates the North American Free Trade Agreement (NAFTA).

Leaks of MTBE from cars, boats and underground storage tanks are threatening serious contamination of California's water supplies.

Several other states have banned or proposed banning MTBE, and the federal government is considering a nationwide ban. After months of intense negotiations, the Senate Environment and Public Works Committee voted Thursday to ban MTBE across the United States.

"Methanex and other investors are claiming that NAFTA requires governments to pay polluters not to pollute," said David Schorr, director of World Wildlife Fund's Sustainable Commerce Program. "Something is seriously wrong with the way the NAFTA investment chapter is working."

"These cases illustrate that international corporations are on the offensive," said Stephen Porter, senior attorney with the Center for International Environmental Law. "They are using trade rules to advance narrow commercial interests by challenging society's efforts to protect the environment and public health."

California LOST this case and is paying out Billions of dollars. The case can NOT be heard in the US Supreme Court as NAFTA has supreme jurisdiction! The Sovereignty of these United States has been given to NAFTA, and the World Trade Organization.

Privatize, the supposed majik word, also jeopardizes our security. It took the 9-11 wake up call for the US people to realize we are not some super safe continent untouchable by any aggression. A German Corporation recently bought the major electric generating plants in Nebraska. I expect they will “Capitalize” (expand). Germany, now controls Nebraska Electricity! Duh! Who turned out the lights???

Water is soon to be “Privatized”. Perhaps the Bin Laden family will purchase the rights to all water in  the US.

It is time to quit this total Privatize, Corporate idea and restore local Utilities. WE the people can and should have jurisdiction of our water, our essential services, and the air we breathe.

If the Senate decides to “Fast Track”, failing to perform it’s Constitutional defined responsibilities, than those voting for “Fast Track” should be dismissed from the Senate for disobeying their oath of office to uphold The Constitution of These United States.

Trusting in you,

Bruce
